Statement by the Secretariat of the Association of Caribbean States (ACS) on the New Administration of the Republic of Haiti

The Secretariat of the Association of Caribbean States welcomes the assumption of executive responsibility by Prime Minister Alix Didier Fils-Aimé and the new interim administration of its Member State, the Republic of Haiti, at a critical juncture for the country. The Secretariat recognises the significance of this moment for advancing political stabilisation, improving the security environment, and supporting preparations for national elections, while reaffirming respect for the aspirations of the Haitian people for peace, dignity, security, and democratic governance.

Haiti continues to face an acute and multidimensional crisis with compounding humanitarian, security, economic, political, and institutional challenges, which require urgent, coordinated, and sustained engagement by regional and international partners in support of Haitian-led solutions grounded in national ownership and sovereignty.

In this context, the ACS Secretariat has advanced a regional cooperation framework to support the Republic of Haiti at this critical stage. In December 2025, an Ad Hoc Steering Committee on Humanitarian Assistance and Development for Haiti was established, co-chaired by both Haiti and Mexico. On 26 January 2026, the ACS hosted a Regional Conference on Humanitarian Assistance and Development for Haiti in Panama City, convening regional and international stakeholders to assess evolving needs, strengthen coordination and complementarity, and advance practical, people-centred actions across the humanitarian–development–peace nexus.

The Secretariat highlights the High-Level Dialogue convened on 27 January 2026 within the framework of the 16th Extraordinary Meeting of the ACS Ministerial Council, during which the Regional Action Plan on Humanitarian Assistance and Development for Haiti was presented and welcomed by Ministers as a basis for strengthened coherence, articulation, and complementarity in regional and international support.

The Secretariat reiterates its steadfast commitment to sustained humanitarian assistance, development cooperation, and concerted regional action in support of Haiti, guided by the principles of Haitian ownership, respect for sovereignty, equality, and non-interference. The ACS stands ready to continue working with the Government and people of Haiti, together with and regional and global partners, in pursuit of recovery, resilience, institutional strengthening, and inclusive sustainable development.
