French Ambassador Presents Credentials to the ACS

Port of Spain, Trinidad and Tobago – 7 November 2025

ACS Secretary-General, Ambassador Noemí Espinoza Madrid, held a constructive meeting with H.E. Guillaume Pierre, Ambassador of the French Republic to Trinidad and Tobago, the highlight of which was his presentation of credentials to the ACS.

The meeting underscored France’s longstanding partnership with the ACS and its continued support to the region. The Secretary-General expressed appreciation for the contributions of the France Volontaires programme, which has played a meaningful role in strengthening the work of the Organisation.

Discussions also addressed several priority areas of cooperation:

  • Strengthening the ACS Sargassum Sub-Commission, with the valuable support of France and its territories, to advance scientific, technical, and coordinated regional action.
  • Follow-up to the Secretary-General’s recent mission to Paris, including her meeting with the Agence Française de Développement (AFD), where opportunities for collaboration were explored — particularly initiatives focused on community-level gender equality.
  • Enhancing the active participation of ACS Associate Members from French territories, reinforcing their engagement across ACS projects and strategic priorities.
  • The situation in Haiti, including preparations for the Conference on Humanitarian Assistance and Development of the Republic of Haiti, to be held in Panama in January 2026, and the relevance of international support to the Haitian people.

The ACS and the French Republic reaffirmed their commitment to continued cooperation in areas that promote resilience, sustainability, and inclusive development for the benefit of the Greater Caribbean.
