Legal Officer

Announcement of Vacancy: 

Suitably qualified citizens of the Member States and Associate Members of the Association of Caribbean States are invited to apply for the position of Legal Officer at the ACS Secretariat at its headquarters in Port of Spain, Trinidad and Tobago.

Duties and responsabilities: 
  1. Conducting legal research and analysis to support the organisation’s legal position and strategy;
  2. Providing assistance in the preparation of meetings within the portfolio of the Office of the Legal Advisor;
  3. Attend meetings and prepare the official meeting minutes, as requested by the Legal Advisor;
  4. Identifying and mitigating legal risks and issues that may affect the organisation;
  5. Preparing legal documents and other correspondence (reports; briefs; letters; circular notes; verbal notes etc.) to be issued from the Office of the Legal Advisor;
  6. Dispatching correspondences via mail, courier, hand, fax and/or email when requested;
  7. Translate short documents, as instructed by the Legal Advisor;
  8. Managing emails and follow up as necessary;
  9. File electronic and “hard copies” of documents related to the Legal Unit;
  10. Copy and forward all correspondences to the general archives of the Secretariat;
  11. Updating and maintaining physical and electronic records for the Office of the Legal Advisor in accordance with ACS policies, procedures and standards;
  12. Providing assistance in the review and update of the Staff Policy Manual;
  13. Procedures Handbook and Financial Regulations and any other instruments as so instructed by the Legal Advisor;
  14. Providing assistance in the drafting of Ministerial Agreements;
  15. Providing advice on Human Resources (HR) /Industrial Relations (IR) issues;Drafting documents, conducting research and preparing opinions on ACS stakeholder related matters;
  16. Supporting the ACS in the execution of official meetings as requested;
  17. Performing any other duties as assigned by the Legal Advisor;
  18. Arranging official appointments and managing the official agenda of the Legal Advisor in a timely, diplomatic and conscientious manner, providing confirmations, regrets, and reminders to all concerned;
  19. Preparing dossiers for the official missions of the Legal Advisor, coordinating with other Directorates, officials and related institutions and/or personnel as necessary;
  20. Participating in events, seminars, workshops and conferences when requested;
  21. Providing any other assistance and support as requested.

Under the general guidance of the Legal Advisor, the incumbent is responsible for providing legal support as it relates to the different facets of the organisation. The Legal Officer will be required to provide comprehensive support to the Legal Advisor in the form of legal research, analysis and preparation of documentation as well as administrative functions as they relate to the legal work of the organisation.

Minimum qualifications: 
  • A Post Graduate Degree (Master’s degree or equivalent) in fields related to International Relations, International Law, Law or other relevant areas.
  • A Bachelor’s degree in Law.
  • Legal Education Certificate* or equivalent from a recognised institution.
  • At least five (5) years’ experience, preferably with experience at International or regional levels in areas such as legal research, dispute resolution.
  • Ability to practice law in Trinidad & Tobago.
  • Certificates acquired at foreign universities MUST be supported by certified transcripts as well as evidence that the completed programme is accredited in Trinidad and Tobago.
Remuneration package: 
  • Monthly Remuneration: US$3,100.00 (tax exempted);
  • Group Health Insurance for the Professional and dependants (if applicable).
  • Participation in the ACS’ Staff Fund (employee - 7% & employer - 14%);
  • Annual paid vacation entitlement of 25 working days (2.08 per month).
