Lamy has suggested that the negotiations for Hong Kong complete at least two thirds of the course left to be covered, so that the Round could be concluded by the end of 2006. Lastly, he proposed that the draft declaration for the conference be finalised around mid November.
Since the middle of September talks intensified in Geneva , and the United States recently presented an offer that consists of eliminating agricultural tariffs and reducing its subsidies to the sector by 60 percent within five years. This has yielded both positive and negative reactions. Some analysts have indicated that it does not appear to be an offer that would significantly change the amounts allocated by that country for agricultural support and subsidies. It seems to be more of an illusion, so that developing countries would liberalise industrial and service markets, which are the issues in which developed countries are most interested.
Moreover, the United States ’ offer placed the European Union under pressure, but things aren’t going well, since a strong bloc of minority EU countries has been formed, led by France , which is opposed to being generous with the offer to reduce internal subsidies and support for the sector.
The pressure is extremely intense since no country wants the December Conference to fail, as that would not only affect confidence in the WTO and in the world trade system, but it would also delay any attempt at multilateral trade liberalisation for several years.
It remains to be seen during the next few days, what the European Union’s offer would be regarding the agricultural issue, if the United States ’ offer would be analysed in-depth, and lastly, if time permits, how the negotiation of the other issues of the Round would pan out. Apparently, there is enough understanding among countries as to the importance of the Round, given its enormous potential to support economic growth, help level out inequalities and which would effectively contribute to development, by successfully inserting countries into the global economy. It is imperative for countries to examine the costs that would stem from a failure so that they could avoid them.
The negotiation is complicated and the sensitivity of issues has been proof of that. The December conference is balancing on the edge of a razor, since time is quickly running out. Despite the little time left, there are still opportunities to arrive at a satisfactory agreement and desires for offers to be sufficiently attractive in order for the conference to be successfully concluded. We will see what happens in the coming days.

In just a few weeks, the historic Ministerial Meeting of the World Trade Organisation (WTO) will be held in Hong Kong , on December 13-18, 2005. Great mysteries still abound at this late stage since the negotiation process is in full gear for a draft Declaration to be completed and the results of the conference could cast the world trade system into a state of crisis.
