Human alteration of the courses of nearly all of the world's river systems, as well as excessive withdrawals, industrial pollution and sewage disposal have aggravated drought conditions throughout the world and jeopardised the supply of clean water. Many major rivers no longer even reach their deltas and the conversion of wetlands to agricultural and urban use and loss of tree cover and vegetation in watersheds have impoverished the capacity of these reservoirs to store water during the rainy season. This also accounts for severe floods and mudslides which costs thousands of lives yearly.
The proportion of people in developing countries living in cities, often in conditions of extreme poverty and inequity, is expected to surpass 55% by 2030. Many of these cities are the result of little or no urban planning and are subject to extreme weather events, often due to the same features that made them attractive to settlers in the first place, such as natural flood plains, alluvial soil and river or sea access.
Furthermore, water can become the source of major concerns after a natural disaster strikes. It is critical to have adequate and accessible supplies of the stuff in the immediate aftermath of an event in order to support search and rescue workers, treat the ill, provide for human consumption and maintain basic hygiene, as well as to resume normal productive and commercial activities. In the Greater Caribbean, the impact of natural disasters on water and sanitation systems has caused damages amounting to hundreds of millions of US dollars in a little over a decade.
The head of the United Nations Framework Convention on Climate Change, Executive Secretary Yvo De Boer, has proposed the convening of a global summit to tackle the problem, given that climate change “affects energy, energy security, economic issues [and] development issues”. Despite the lukewarm reaction to this proposal, we should not again be caught off Guard by developments in this highly charged political issue.
Adopting a proactive approach that takes into account all our common interests in this matter through a disciplined use of the sub-regional bodies (OECS, CARICOM, ACS) is fundamental to avoiding past mistakes and making sure one voice is heard, summit or no.
