In our Greater Caribbean, the potential contribution of ICT to integration and sustainable development cannot be underestimated. For example, the October Editorial in the Pan American Health Organisation’s magazine DISASTERS points out that agencies working in the field of risk reduction have found that the way they manage information using effective information systems will greatly determine effectiveness in saving lives. Furthermore, as pointed out in the International Federation of Red Cross and Red Crescent Society’s WORLD DISASTER REPORT 2005, “Turning data into knowledge and wisdom requires exchanging and analyzing information in the light of experience, through dialogue and multiple channels of communication.”
In other areas of endeavour in the Greater Caribbean the role of ICT will also be fundamental. The implementation and operation of the ACS Integrated Technological Platform for the generation of services to optimise logistics and transport operations will set up a single regional system to support all aspects of this endeavour. Similarly, the creation of a Bank of Problems and Solutions for Maritime Port Activities and the Map of Current Maritime Routes in the Greater Caribbean, once integrated into the Platform, will also become powerful tools for integration and development.
In yet another dimension of ICT use, I must also mention the audio soap opera recently unveiled by the Regional Office of the International Federation of Red Cross and Red Crescent Societies at ACS Headquarters. Focusing on disasters and risk reduction, the programme has been developed for the Caribbean Region by the Port-of-Spain Sub federation in collaboration with other agencies. The Association of Caribbean States, The International Strategy for Disaster Reduction, and the Pan American Health Organisation are among the agencies involved in this project.
Titled “The Rough Season”, the audio soap opera aims at raising awareness and changing behaviour regarding disaster and risk reduction, thus reproducing an already successful experience in Central America.. It is expected that the project will result in the reduced impact of disasters through saving lives, and the protection of human health, resources and assets.
This is but a short list of the different dimensions of integration and sustainable development which stand to benefit from the utilisation of ICT in our region. Alternatively, we can rest assured that if we reject the technology, IT will ultimately reject us. Don't you get me wrong.
