SPECIAL FUND STRATEGIC PLAN OF ACTION PROPOSAL
July 2002 - December 2003

The Special Fund was established by the Ministerial Council for the purpose of promoting, implementing and financing programs of technical cooperation that contribute to foster regional functional cooperation among ACS Member Countries.

The role of the Special Fund and the necessary actions to reach its objectives were set out in the Margarita Declaration and Plan of Action adopted at the 3rd Summit of the ACS Heads of State and Governments in December 2001.

In order to execute the Special Fund provisions of the Margarita Plan of Action, the Chairman of the Council of National Representatives of the Special Fund and the Secretariat propose the following Special Fund Strategic Plan of Action. This Plan of Action takes into account the recommendations emanating from the First Meeting of Focal Points on International Cooperation that took place in Mexico, the 11th and 12th of April 2002.

Strategic Objective 1:
Strengthening of existing mechanisms of international cooperation in the ACS

The international cooperation in the Greater Caribbean has to be strengthened and harmonized in order to avoid duplication, as well as to ensure an efficient repartition and utilization of financial resources directed towards the region.

To this end, the ACS Secretariat proposes to deepen collaboration and coordination with the ACS Focal Points on International Cooperation within the framework of the ACS Inter-secretariat institutional cooperation.

 

Activity

Expected Results

1. Organization of the meetings of the Council of National Representatives of the Special Fund, with the participation of International Cooperation Focal Points of ACS Member Countries and Sub-regional organizations.

i.  Coordination, follow-up and evaluation of the ACS Special Fund cooperation activities;

ii. Increased mobilization of human and technical support from ACS member countries through horizontal cooperation.

2. Development of a Network of ACS International Cooperation Focal Points through the use of new information and communication technologies.

i. Promote exchange of information, technical expertise and development of common activities among ACS Focal Points;

ii.  Strengthen the collaboration links between ACS Focal Points and the ACS Secretariat in Project management activities;

iii. Facilitate Greater Caribbean Inter-secretariat collaboration in cooperation activities and resource mobilization for functional projects.

3. Preparation of a Greater Caribbean Regional Development Strategy within the four focal areas of the ACS.

i. Identification and programming of projects in accordance with the needs and objectives of the ACS;

ii. Elaboration of a common strategy of negotiation with International Donors and Cooperation Agencies.

4. Institutional strengthening of the Secretariat’s cooperation management capabilities.

i. Project proposal for institutional strengthening of the Secretariat’s cooperation management capability;

ii.    Improved technical advice and support for ACS directorates projects and development of ACS Project Methodology guidelines;

iii. Identification of capacity building training programs for ACS Secretariat and ACS Focal Points on International Cooperation;

iv.  Creation of a Support Unit for Resource Mobilization and Project Management at the ACS Secretariat.

 

Strategic Objective 2:

Development of the ACS Resource Mobilization Strategy

The ACS Resource Mobilization Strategy Framework, approved by the Council of National Representatives of the Special Fund on July 2001, and the proposed activities in this section are designed to facilitate the securing of financial resources for the implementation of ACS cooperation activities.

Expected results

1. Elaboration of a matrix of international cooperation organizations with potential to  co-operate in ACS projects.

Systematize all potential sources of financial and technical cooperation to support resource mobilization efforts for functional cooperation projects in the Greater Caribbean.

2. Study and utilization of financial opportunities available within existing cooperation agreements signed by the ACS.

i.   Strengthen cooperation links with ACS observer countries and other cooperation agencies;

ii.   Promotion of the OPEC Fund for International Development in the Greater Caribbean.

3. Negotiation with cooperation agencies and potential donor organizations.

i.  Providing financial resources for the implementation of ACS projects;

ii.  Conclusion of Cooperative Agreements.

4. Participation in all relevant Latin America and Caribbean Cooperation and Donor Agency Forums.

Strengthen ACS visibility and institutional relationship with donors and Cooperation Agencies.

5. Organization of a workshop on the utilization of the OPEC Fund Private Sector Facility during ACS Business Forum.

i. Strengthening the participation of the private sector in ACS functional cooperation activities;

ii. Facilitate the mobilization of resources for the private sector.
