Furthermore, during the Third Summit of Heads of State and/or Government of the States, Countries and Territories of the Association of Caribbean States, held in Margarita Island, Venezuela, on December 11-12, 2001, it was expressed the need to increase the resources of the Special Fund of the ACS, as a mechanism for the implementation of projects in the priority areas of the Association. One of the Special Fund priorities is the organization of a Network of International Cooperation Focal Points in the Greater Caribbean. In this regard, the ACS, with the invaluable help of the Government of Mexico, organized the 1^st Meeting of International Cooperation Focal Points in April 2002 that has led to the adoption of the Strategic Plan of Action for the period 2002-2003:

The Fund’s Council of National Representatives also proposed the organization of a meeting with donor agencies and national cooperation agencies to seek funding for ACS projects.
