Ambassador Andrade paid special recognition to the work of Dr. Silié and the achievements made during his last four years as Secretary General. The Honourable Mrs. Paula Gopee-Scoon, Minister of Foreign Affairs of Trinidad and Tobago, Host Country of the ACS Secretariat, also acknowledged “the significant strides made by the ACS on a regional and international scale under the leadership of Dr Silié”. Minister Gopee-Scoon assured the new Secretary General that the government of Trinidad & Tobago will continue to be supportive of him, and the ACS, which her government considers to be an “important institution for the strengthening of the regional cooperation and integration process of the region.” Dr. Silié in his farewell address, expressed his deep appreciation for the support he received during his tenure as Secretary General. He noted that cohesion and consensus are necessary in the treatment of the key focal areas of the ACS, “although the ACS has three official languages (English, Spanish and French), we must all speak the same language, and act collectively in dealing with matters which affect our people in the same way.” Ambassador David Mc Field also made some brief remarks on behalf of the Ministry of Foreign Affairs of Nicaragua, in its capacity as Vice-Chairman of the ACS Ministerial Council. ACS Member States, Associate Members, Founding Observers, Observer Countries, Social Partners and other Diplomatic Representatives accredited to the Republic of Trinidad & Tobago, members of the media, and ACS staff witnessed the proceedings.
