Caribbean Sea takes centre stage at ACS Intersessional

Port of Spain (September 7, 2006) – Officials of the Member States of the Association of Caribbean States (ACS) started their two day deliberations this morning at the Cascadia Hotel in Port of Spain, Trinidad and Tobago, with a view to preparing for the 12th Ordinary Meeting of the Ministerial Council in Guatemala in January 2007.

In addressing the gathering, the representative of the Minister of Foreign Affairs of Trinidad and Tobago, Ms. Sandra Honoré, Director of CARICOM and Caribbean Affairs in the Ministry of Foreign Affairs, reminded those present of the Association’s aim, enshrined in its Convention, to enhance “cooperation among the States, Countries and Territories of the Caribbean, building upon their geographical proximity and historical linkages” with the expectation that this collaboration would “contribute to the future cultural, economic and social development of their peoples transcending their separateness of the past.”

 

Secretary General, Dr. Rubén Silié, in presenting his report to the meeting, made reference to a number of initiatives being undertaken by the Secretariat, one of which is the Creation of the Follow-Up Commission for the Caribbean Sea Initiative.

The composition, work plan and strategy of the Commission was subject to lengthy debate today, given that the sub regional groups within the ACS are yet to name their representatives to the 15 member Commission. The group is to be composed of 2 national representatives from each the following groups: CARICOM, Central America, Non-Grouped, Associate Members and the Group of 3, together with the ACS Secretary General, a representative of the Economic Commission for Latin American and the Caribbean (ECLAC) and 3 experts to be named by the ACS Secretary General, after consultation with the membership.

This group is slated to meet next September 11, 2006, at the ACS Secretariat, to formally establish the Commission.
