ACS SG meets with Haitian President

Port of Spain (June 16, 2006) – Cooperation and integration among the countries of the Greater Caribbean were two of the foremost topics that came under discussion when the Secretary General of the Association of Caribbean States (ACS) Rubén Silié, accompanied by the ACS Political Adviser, Dr. Watson Denis, met with Haitian President René Preval on June 7, 2006, in that nation’s capital, Port au Prince..

The meeting with the Haitian Head of State, who was accompanied by two members of his cabinet, brought to light a number of issues of importance to the new government, among them the strengthening of political and democratic institutions and the impending municipal and territorial elections.

 

Another issue that found resonance was that of natural disasters and their impact on the region. The Association has been working on a number of programmes to better prepare countries to manage disasters and plans to organise a High Level Conference on Risk Reduction, Mitigation and Recovery from Natural Disasters in the Greater Caribbean in 2007. Haiti has expressed definite interest in hosting this conference the following year.

Dr. Silié also visited the President of the Senate, Mr. Joseph Lambert and the members of the Bureau of the Senate, touching on the role of the Parliament in the democratic process.

The group also had the opportunity to review the status of the legal instruments of the ACS as concerns Haiti. Haiti is signatory to the ACS Agreement for Regional Co-operation in the area of Natural Disasters, the Air Transport Agreement among Member States and Associate Members of the Association of Caribbean States and the Convention establishing the Sustainable Tourism Zone of the Caribbean, among others, which are currently under consideration for future ratification.

The ACS SG and Political Adviser were also able to meet with the outgoing Minister of Foreign Affairs, Mr. Hérard Abraham, as well as with his successor, Mr. Jean Renald Clérisme, thereby concluding a successful mission to Haiti, one which served to solidify Haiti’s active interest and participation in the affairs of the Association of Caribbean States.

Hait currently hold the positions of Vice Chairman of the Special Committees on Natural Disasters, Transport and the Council of National Representatives of the Special Fund and is Rapporteur of the Special Committee on Sustainable Tourism.
