Having acknowledged the exemplary fashion in which Haitian citizens assumed their civic responsibility, demonstrated by the record participation of voters, Silié was full of praise for the “people [ who had ] taken the destiny of the nation into their own hands”. .

The ACS Secretary General was hopeful that Haiti would continue to participate actively in the work of the Association.
