ACS SG welcomes new officials


PORT OF SPAIN (February 8, 2006) – Secretary General of the Association of Caribbean States (ACS), Dr. Rubén Silié, formally welcomed three Senior Officials to the ACS Secretariat today. Joining the international staff ranks are Mr. Manuel Madriz Fornos as Director of Trade and External Economic Relations; Dr. Watson Denis, Political Adviser to the Secretary General; and Mr. Sheldon McDonald, Legal Adviser.

Manuel Madriz is the former Legal Adviser at the ACS Secretariat, having served in that capacity for 2 years before assuming the post of Trade Director at the start of 2006. A lawyer by profession, with specialsation in International Law and International Trade Law, he has also served as a diplomat of the Government of Nicaragua to various countries.

 


Well-versed in social and political issues affecting the Greater Caribbean region, Dr. Watson Denis is the holder of a Ph D in History, with additional degrees in International Relations and Law. He has been an Advisor in Political and Administrative Affairs to the Government of Haiti since 1993, and has also held various academic posts at Haiti’s State University. He took up his appointment at the Secretariat in January 2006.

Sheldon McDonald joins the ACS Secretariat as Legal Adviser to the Secretary General having completed his responsibilities as Project Co-Coordinator of the Caribbean Court of Justice Unit at the CARICOM Secretariat. Mr. McDonald has served as Lead Negotiator for CARICOM in the Dispute Settlement Negotiating Group of the FTAA; Special Advisor to the Attorney-General and Minister of Foreign Affairs and Foreign Trade of Jamaica; and has extensive experience in International Trade Law and dispute settlement.

Regarding the new appointments, SG Silié said: "Their knowledge and expertise make them valuable additions to the ACS, and will undoubtedly help to achieve the organisation’s vision of the Greater Caribbean as a space for cooperation and concerted action.”
