Mexican Government and ACS Host Training Seminar

PORT OF SPAIN (29.11.05) - The Mexican Government in collaboration with the Association of Caribbean States (ACS) recently concluded a successful two-day training seminar, November 24th and 25th, on negotiations of Investment Agreements held at the ACS Headquarters.

The seminar was aimed at enriching “the knowledge of the International Investment Agreement by sharing and exchanging of experiences and ideas between speakers and participants in order to provide the best tools to negotiate and build “new generation” agreements.” The speakers included specialist negotiators in International Investment protection agreements: Alejandro Faya Rodríguez, Luis Alberto González and Jacqueline Márquez Rojano.


The seminar was divided into two (2) parts. The substantive part included the importance of establishing a set of definitions outlining the precise scope of such an Agreement and understanding the level of protection and legal certainty to investments of investors through different disciplines and standards. The procedural element of the seminar covered the main provisions that a “new generation” International Agreement should include so as to ensure an efficient, certain and balanced dispute settlement mechanism to settle the controversies arising between an investor and a State.

Presentations were made on “Scope and definitions”, “ Articles of Treatment and Investment Protection- National Treatment, Most Favoured Nation Treatment, Minimum Standard Treatment, Expropiation and Compensation", “Compensation For Losses” and “Articles of Transfers, Subrogation and Exceptions” to name a few.

In attendance were a great number of ACS Member states, including the OECS states, which ensured the success of the seminar.
