ADMISSION OF CANADA AS OBSERVER

TO THE ASSOCIATION OF CARIBBEAN STATES

The Ministerial Council,

Pursuant to:

  1. Articles V and IX, item (c) of the Convention Establishing the ACS;
  2. Agreement No. 4/95 approved by the Ministerial Council at its First Ordinary Meeting in Guatemala City, Guatemala, on December 1, 1995;

Whereas:

Canada has officially expressed to the Association of Caribbean States its interest in participating as Observer in the open sessions of the Ministerial Council and of the Special Committees;

In 1997, the participation of the Government of Canada has been of great importance in those activities oriented towards establishing the Association of Caribbean States Information and Communications Network;

Co-operation must be based on the principles and objectives of the Association and the parameters established in that regard in Agreement No. 4/96.

Hereby Agrees:

  1. To admit Canada as Observer to the Association of Caribbean States. Canada’s participation shall be in keeping with the provisions of the Convention establishing the Association of Caribbean States and the Terms and Conditions governing the Participation of Observers in the Open Sessions of the Ministerial Council and of the Special Committees.
  2. To invite the Government of Canada to continue to make financial, technical and other contributions to the Association, in accordance with Article 9 of Annex 1 to Agreement No. 4/95, and to instruct the Secretary-General to strengthen and expand relations with said Government in the interest of obtaining the respective contributions.
