The Preamble to the Convention Establishing the Association;

Article 3, items 1.d, 2.e and 2.f of the Convention;

The approval of the Operating Regulations of the Special Fund and the Manual for the Presentation of Projects;

The need to co-ordinate co-operation efforts with an integral focus that will enable the efficient use of available resources and the identification of new sources;

To include in the Agenda of the Fourth Ordinary Meeting of the Council the evaluation of the state of co-operation among related institutions of Members of the Association.

To adopt a set of measures to stimulate and articulate co-operation among the Member States and with the Associate Members, as well as with other States, non-governmental organisations, international, regional and sub-regional organisations and the private sector, within the framework of the work programme of the Association.

To request the Council of National Representatives of the Fund to evaluate this subject, draw up corresponding recommendations and present them for the consideration of the Fourth Ordinary Meeting of the Ministerial Council of the Association.
