ADMISSION OF THE KINGDOM OF MOROCCO AS OBSERVER

TO THE ASSOCIATION OF CARIBBEAN STATES

 

The Ministerial Council,

Pursuant to:

  1. Articles V and IX, item (c) of the Convention Establishing the ACS;
  2. Agreement No. 4/95 approved by the Ministerial Council at its First Ordinary Meeting in Guatemala City, Guatemala, on December 1, 1995;

Whereas:

The Kingdom of Morocco has officially expressed to the Association of Caribbean States its interest in participating as Observer;

The Kingdom of Morocco has expressed its keen interest in the various regional co-operation experiences and its willingness to strengthen the ties of friendship and co-operation that happily exist between the Kingdom of Morocco and the countries of the Caribbean;

Co-operation must be based on the principles and objectives of the Association and the parameters established in that regard in Agreement No. 4/96.

Hereby Agrees:

  1. To admit the Kingdom of Morocco as Observer to the Association of Caribbean States. Morocco’s participation shall be in keeping with the provisions of the Convention establishing the Association of Caribbean States and the Terms and Conditions governing the Participation of Observers in the Open Sessions of the Ministerial Council and of the Special Committees.
  2. To invite the Government of the Kingdom of Morocco to make financial, technical and other contributions to the Association, in accordance with Article 9 of Annex 1 of Agreement No. 4/95, and to instruct the Secretary-General to treat with said Government in order to determine the terms under which these contributions are to be made.
