ADMISSION OF THE KINGDOM OF THE NETHERLANDS AS AN OBSERVER TO THE ASSOCIATION OF CARIBBEAN STATES

The Ministerial Council,

Considering:

1. Articles V and IX(c) of the Convention Establishing the Association;

2. Agreement No. 4/95 adopted by the Ministerial Council at its First Ordinary Meeting held in Guatemala City, Guatemala on 1st December, 1995;

Whereas:

The Kingdom of the Netherlands, in respect of the Netherlands and Aruba, has expressed officially to the Association of Caribbean States its interest in participating in the Association as an Observer.

The Kingdom of the Netherlands has participated actively in the process leading to the creation and operationalisation of the Association.

Co-operation must be based on the principles and objectives of the Association and the parameters established in that regard in Agreement No. 4/96.

Has Agreed:

  1. To admit the Kingdom of the Netherlands as an Observer to the Association of Caribbean States. The participation of the Kingdom of the Netherlands shall be in accordance with the provisions of the Convention Establishing the Association of Caribbean States and the Terms and Conditions for the Participation of Observers at Open Meetings of the Ministerial Council and of the Special Committees.

  2. The Kingdom of the Netherlands shall participate as an Observer in respect of Aruba until the latter signs the Convention Establishing the Association and concludes an Agreement that establishes the terms and conditions for Aruba to participate as an Associate Member, in accordance with Article IV(2) of the Convention Establishing the Association.

  3. To invite the Government of the Netherlands to make financial, technical and other contributions to the Association, in accordance with Article 9 of Appendix I of Agreement No. 4/95, and to instruct the Secretary-General to treat with said Government in order to determine the terms under which these contributions are to be made.
