The Ministerial Council:

Considering the excellent work of the Government of the United States of Mexico in 1995-1996, during which period Mexico held the Chair of the ACS Ministerial Council;

AGREES TO:

Congratulate the Government of the United States of Mexico, and in particular, its Secretariat of External Relations in the person of the Honourable Secretary of External Relations, Mr. Jose Angel Gurria, on its outstanding leadership of the Council during its tenure of the Chair.
